To counter Moscow, Martin pledged that Ireland will open all negotiating clusters for Ukraine's membership bid and prioritize accession discussions with Moldova during Ireland's rotating presidency of the EU. He stated that the threat is particularly acute on Europe's eastern flank, where there is a sense that other nations are at risk if Ukraine falls.

On the economic front, Martin announced that the European Union is expected to make progress on its savings and investment union by the end of 2026. This initiative aims to strengthen European capital markets to secure financing for pensions and defense, helping the bloc remain competitive against the United States. The project has faced years of delays due to member state disagreements over its operational structure.
