Health and Human Services Secretary Robert F. Kennedy Jr. and Centers for Medicare & Medicaid Services Administrator Mehmet Oz announced that more than 1 million individuals enrolled in Affordable Care Act plans lack Social Security numbers on file. Kennedy described the missing identification as a glaring warning sign of fraud, alleging that the Biden administration dismantled basic program integrity guardrails to create this vulnerability.

Dr. Oz reported that rogue insurance agents and brokers have used stolen identities or created fake personas to enroll unsuspecting Americans in zero-premium plans. These actors allegedly did so to collect millions of dollars in fees from insurance companies. In response, the Trump administration has declared a zero-tolerance policy toward these practices.

Federal officials have already eliminated thousands of fraudulent policies and are coordinating with insurers to cancel illegitimate enrollments and recover taxpayer funds. The government has pledged to increase oversight resources and intensify enforcement through the HHS Office of Inspector General. Recent data indicates total Obamacare exchange enrollment has fallen to 19.2 million Americans, down from 23.4 million in 2025.
