Nigerian billionaire Aliko Dangote is planning a $15 billion oil refinery near Lamu Town on the coast of Kenya. Executed by Dangote Industries, the project aims to process 700,000 barrels of crude oil per day to increase energy security and reduce refined-fuel imports across East Africa.
The Government of Kenya supports the initiative and has acquired an equity stake, projecting the creation of 60,000 jobs. However, the project faces significant opposition from local residents, tourism operators, and environmentalists who argue the facility threatens the fragile ecosystem and the World Heritage status of Lamu Old Town. In late September, a Kenyan court ordered a pause to construction following lawsuits from residents alleging threats to ancestral lands.
Additional challenges include security risks from the Somalia-based extremist group al-Shabaab, which has previously targeted nearby military installations. UNESCO has requested information on the refinery's impact, noting that any major development project must be assessed for compatibility with the protection of a World Heritage property.
