Kelowna City Council Votes to Expand North Glenmore Boundary

The Kelowna City Council voted 6–2 on July 14 to advance amendments to the Official Community Plan, establishing a long-term development framework for North Glenmore. Supported by Mayor Dyas and five councillors, the decision permits the city to breach its Permanent Growth Boundary to accommodate urban expansion.

Councillors Lovegrove and Hodge opposed the measure, citing potential infrastructure costs of $800 million and significant environmental impacts. Opponents of the expansion argue that the city possesses sufficient capacity within existing boundaries due to high vacancy rates. They further claim the decision relies on outdated urgency, as revised provincial projections have lowered Kelowna's 15-year growth forecast by 20,000 people.

Critics also allege the council rushed the vote during a window of low public engagement to avoid political backlash from voters before upcoming elections.
