Greensboro Enacts Data Center Moratorium Amid Dream Center Delays
The Government of Greensboro implemented a six-month moratorium on data centers as officials question the status of the incentive-backed Dream Center project.
The Government of Greensboro enacted a six-month moratorium on the development of data centers, a move that has brought renewed scrutiny to the stalled Dream Center project at Gateway Research Park. The Dream Center, envisioned as a combined data center, education, and training facility, was announced in 2022 and received more than $500,000 in city incentives.
City Attorney Lora Cubbage reported that the project's site plan expired last year and that city staff have received no updates from the developers. While the developers were expected to begin construction by December 31, 2026, Cubbage noted there is currently no indication that the project is moving forward.
During the proceedings, Mayor Pro Tem Denise Turner Roth recused herself from the moratorium vote because of her role on the board of the Gateway Research Park.
