The Port of Galveston is analyzing the feasibility of constructing a fifth cruise terminal at Pier 14 as part of its 20-Year Strategic Master Plan. The proposed project, situated between Terminals 10 and 16, is envisioned as a public-private partnership with Royal Caribbean Cruise Lines, which Port Director Rodger Rees confirmed is interested in the expansion.

Infrastructure requirements for the terminal include filling slips near Pier 14 and extending the Terminal 16 berth westward. A critical component of the plan is a parking garage for 4,000 cars, which Rees estimated would cost between $120 million and $130 million. A recently completed traffic study suggests peak operations would cause minimal delays, though the port is now hiring a consultant for a broader mobility study covering the harbor and downtown neighborhoods.

This expansion responds to rapid growth, with passenger numbers rising from 3 million in 2023 to an estimated 4 million by 2026. Economic projections indicate the new terminal would create 1,500 jobs and generate $278 million in direct business revenue. The overarching master plan also includes a commercial district featuring hotels, retail, and housing to support the cruise and tourism destination.
