India Parliament Deadlocked Over Paper Leak Bill and Police Brutality

The Indian Parliament is currently embroiled in a legislative deadlock as the INDIA bloc opposition conditions its participation in debates over a new anti-paper leak bill on government assurances regarding police conduct. Union Minister of State Jitendra Singh introduced the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, which proposes increasing penalties for examination malpractices to a maximum of ten years' imprisonment. This legislation follows the resignation of former Union Education Minister Dharmendra Pradhan amid protests over the NEET-UG paper leak.

While Lok Sabha Speaker Om Birla has attempted to resolve the impasse, opposition leaders including Rahul Gandhi and Priyanka Gandhi Vadra are demanding accountability for alleged police brutality during the July 20 'Sansad Chalo' demonstrations. Specific allegations include the use of AK-47s in Bihar and pellet guns at Connaught Place in New Delhi. CPI MP P. Santhosh Kumar has formally sought a judicial commission to investigate these actions.

To coordinate their response, opposition floor leaders held a strategy meeting on July 28 at the office of Mallikarjun Kharge. Other scheduled legislative business includes the introduction of the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, by Union Minister Jitan Ram Manjhi and the processing of the Prevention of Insults to National Honour (Amendment) Bill, 2026, moved by Union Home Minister Amit Shah.
