Australia Overtakes China as Leading Pacific Aid Provider

Australia provided 37% of all development finance to the Pacific Islands in 2024, surpassing China as the region's primary source of lending and infrastructure investment.

The Parliament of Australia emerged as the leading provider of development finance in the Pacific Islands in 2024, disbursing $1.5 billion in aid. According to the Lowy Institute's 2026 Pacific Aid Map, this spending accounts for 37% of all regional development finance, far exceeding China's 6% contribution. Since 2021, Australia has signed $2.4 billion in new loan agreements, ending the lending dominance China held during the 2010s.

In response to Australia's increased presence, the Government of China shifted its strategy from large-scale infrastructure loans to a higher volume of small-scale grants and equipment donations. While Chinese grant commitments for health and education reached record highs in 2024, its annual loan commitments plummeted from a 2010s average of $360 million to approximately $90 million. Despite this, China maintains visibility by funding high-profile projects and utilizing state-owned enterprises for 40% of regional infrastructure.

Other global powers have shifted their engagement. The Federal government of the United States committed $7.1 billion to the North Pacific states through 2043, following a 2025 decision to shut down the world's largest humanitarian and development funding agency. Meanwhile, Australia expanded its diplomatic footprint by establishing a military alliance and economic agreement with Fiji. The Lowy Institute warns that despite these investments, the region faces a lost decade of development as average incomes have stalled for nearly ten years.
