South Carolina Budget Deadlock Delays Teacher Pay and Tax Cuts

South Carolina lawmakers remain at an impasse over the fiscal year 2026 budget, stalling teacher pay raises and property tax relief over a dispute regarding earmarks.

The South Carolina Budget Conference Committee failed to reach a compromise on the fiscal year 2026 statewide budget, leaving the state to operate under a continuing resolution based on the previous year's funding. The deadlock, which persists more than two weeks after the July 1 start of the fiscal year, has delayed critical initiatives including teacher pay raises, tuition freezes, and the purchase of law enforcement equipment.

The impasse centers on a funding gap between the House and Senate. The House has proposed approximately $300 million to $320 million for community investment projects, or earmarks, including $10 million for the Highway 544 bridge in Socastee and $7.5 million for the Myrtle Beach Cable Landing Site. House members argue these funds are essential for public safety needs such as bulletproof vests and emergency radios. Conversely, the Senate has allocated roughly $180 million for such projects and is prioritizing a property tax exemption for seniors, which the Revenue and Fiscal Affairs office estimates would reduce local taxes by $247.6 million.

Senate Finance Chair Harvey Peeler described the conflict as "The great earmark debate," stating that House projects must be reduced to reach a deal. House leaders, including Representative Bruce Bannister, characterized the Senate's tax relief as a "tax swap" that benefits a select group without reducing total state revenue. House Majority Leader Davey Hiott refused to vote to remove the earmarks unless they were voted on individually. The committee is scheduled to reconvene on Tuesday, July 21.
