Pacific Leaders Clash Over Condemnation of Chinese Missile Test

President of Palau Surangel Whipps Jr. and Australian Prime Minister Anthony Albanese are pressing the 18-nation Pacific Islands Forum to formally condemn a Chinese ballistic missile test conducted in July. The People's Liberation Army Navy fired a missile with a dummy warhead from the South China Sea, which landed more than 7,000 kilometers away just outside the exclusive economic zone of Tuvalu. Whipps Jr. argued that a unified regional voice is critical to ensure Beijing respects sovereignty and transparency, noting that missiles were sent near Tuvalu and French Polynesia without prior notification.

Efforts to reach a consensus have faced significant hurdles. A preliminary meeting of foreign ministers in Fiji in August ended in a deadlock, with officials from Australia and New Zealand attributing the failure to opposition from Kiribati and Nauru. President Taneti Maamau of Kiribati argued that singling out China is unfair because the United States also conducts missile tests in the waters of the Republic of the Marshall Islands.

Albanese and Whipps Jr. countered that U.S. activities are governed by formal agreements and include proper notification, whereas the Chinese test occurred with very little notice. The Chinese Foreign Ministry dismissed the allegations as groundless and ill-intentioned, maintaining that the test was conducted safely. The summit in Sydney has been further complicated by China's objections to Taiwan's presence and the absence of several key leaders from nations including Fiji, Vanuatu, and the Solomon Islands.
