John Healey Plans Bank Tax Hike for October Budget

Chancellor John Healey plans to increase the bank surcharge to offset rising government borrowing costs in the upcoming October 28 budget.

Chancellor of the Exchequer John Healey plans to increase taxes on British banks in his October 28 budget to offset rising government borrowing costs and public finance damage caused by conflict in the Middle East. Healey is expected to reverse previous cuts made by Jeremy Hunt, potentially raising the bank surcharge from 3% to 8%, a move that could generate approximately £2.25 billion annually.

While the Trades Union Congress has lobbied for a more punitive 16% surcharge, Healey has emphasized the need to provide breathing space for consumers and businesses facing rising energy prices. Banking leaders from HSBC, NatWest, Barclays, and Lloyds have lobbied against the hikes, warning that higher taxes could damage the attractiveness of the United Kingdom and drive business abroad.

Opposition leaders and financial executives have criticized the proposal. Shadow Chancellor Andrew Griffith and Conservative leader Kemi Badenoch cautioned that a raid on the financial sector would stifle economic growth. Similarly, JP Morgan CEO Jamie Dimon previously suggested that plans for a £3bn London headquarters could be scrapped if the government became hostile.
