China Promotes AI Film Industry as Strategic Industrial Sector

The Chinese government is aggressively promoting the development of an artificial intelligence film industry by treating AI-generated content as a strategic industrial sector, mirroring its previous approach to solar panels and electric vehicles. Local governments in Beijing, Shanghai, Shenzhen, and Hainan are providing subsidies, rent waivers, and computing power to attract AI filmmakers and startups.

This state-led initiative has significantly reduced production costs. In the first half of 2026, the cost of producing AI short dramas fell from 5,000 yuan per minute to only a few hundred yuan. The National Film Administration recently advanced the sector by granting the first theatrical release license for a major studio's AI film, "Sanxingdui: Future Memories," produced by Bona Film Group.

Despite the growth, the industry faces several hurdles. Platforms like Douyin risk overcapacity, while actors have raised concerns regarding copyright infringement and the use of their likenesses. Additionally, consumers have filed complaints regarding plagiarism within AI-generated works.
