Trump Administration Detains Pregnant Migrant Minors in South Texas
The Trump administration is placing pregnant unaccompanied migrant minors in South Texas facilities despite warnings about a lack of specialized obstetric care in the region.
The Trump administration is detaining pregnant unaccompanied migrant minors in South Texas, according to internal records and congressional inquiries. The Office of Refugee Resettlement (ORR) issued a directive in July 2025 to send all pregnant youth to a shelter in San Benito, and subsequently to a facility in Los Fresnos. Between July 2025 and May 2026, four of 21 pregnant girls placed in the region required out-of-state transfers to receive specialized medical care, including one transfer for an abortion.
Democratic members of Congress and advocates allege the administration is deliberately using Texas placements to restrict access to reproductive healthcare, noting that the state has a virtual ban on abortion. Representative Judy Chu questioned why the government sent children to Texas if they ultimately required transport across the country for medical needs. Representative Joaquin Castro accused the administration of being dishonest regarding its placement policies.
The Department of Health and Human Services (HHS) denies the existence of a blanket placement policy, asserting that Texas facilities are operationally efficient. HHS officials maintain that placement decisions are based on child welfare best practices to provide safe environments in the least restrictive settings appropriate for a child's needs.
