House Republicans are promoting a major tax-and-spending-cut bill as a central pillar of their affordability agenda for the November midterm elections. The legislation restricts federal income taxes on tips and overtime, a move the Tax Foundation estimates will provide taxpayers an average cut of nearly $2,300 in 2026.

Mike Johnson, the Speaker of the House, has framed the bill as a way to increase wages and help working families. To support the measure, House Republicans launched a $22 million advertising campaign targeting states such as Pennsylvania and Iowa, while attacking Democratic opponents in Washington.

However, the legislation's costs were partially defrayed by substantial reductions to Medicaid and the Supplemental Nutrition Assistance Program (SNAP). In Arizona, these cuts have led to significant food insecurity. Local officials, including Casa Grande Mayor Lisa Fitzgibbons, report that the reductions to social safety nets are hurting financially struggling constituents. While some police officers and tipped workers have seen increased tax refunds, these gains are being offset by rising costs for healthcare premiums and gasoline. Polling suggests the measure may not be motivating voters as intended, as some report the accompanying spending cuts have damaged their personal finances.
