Wisconsin Prison Population Hits Record High of 23,854

Wisconsin's prison population has reached a record high of 23,854 people, surpassing the previous 2019 peak and exceeding intended capacity by nearly 6,000. The overcrowding has forced the state to convert offices and gyms into dormitories, specifically within women's facilities such as the Robert E. Ellsworth Correctional Center and the Milwaukee Women's Center.

Tony Evers, the Governor of Wisconsin, has proposed a systemic revamp of the corrections system that includes closing the Green Bay Correctional Institution and expanding early release for nonviolent offenders. While Evers recently signed executive orders to allow for sentence commutations, the state remains bound by punitive 1998 truth-in-sentencing laws that restrict parole options.

The Republican-led Wisconsin State Legislature has resisted these reform measures, with some members advocating for the addition of more prison beds instead of population reduction. Despite this legislative friction, the State of Wisconsin Building Commission released 15 million dollars to plan for the governor's proposed changes. The crisis has severely strained staffing, leaving the adult system short approximately 658 correctional officers and limiting inmate access to education and treatment programs.
