John Lee Apologizes as Hong Kong Overhauls Housing Oversight
Chief Executive John Lee apologized for the Wang Fuk Court fire and announced the resignation of Housing Secretary Winnie Ho alongside sweeping industry reforms.
Chief Executive John Lee apologized Thursday for the November 2025 fire at the Wang Fuk Court residential complex in Tai Po, which killed 168 people and displaced thousands. An independent judge-led report found that four government departments were partially responsible for the disaster, noting that resident safety complaints had fallen into a vacuum for over a year. The inquiry identified the Independent Checking Unit as the government arm bearing the greatest responsibility for the inferno.
The report detailed a corrupt ecosystem of bid rigging involving construction parties and triad gangs, citing the use of substandard materials like non-fire-retardant scaffolding and foam boards. A lit cigarette was identified as the likely cause of the fire. Primary responsibility was assigned to contractor Prestige Construction & Engineering Co Ltd and consultant Will Power Architects Co Ltd, both of whom face criminal charges including manslaughter and conspiracy to defraud. At least seven individuals have also been charged.
In response, Lee announced the resignation of Housing Secretary Winnie Ho, with Deputy Financial Secretary Michael Wong currently serving in an acting capacity. The government is disbanding the Independent Checking Unit and replacing it with a Public Housing Building Control Section next month to move beyond limited desktop audits. Additionally, Lee appointed Chief Secretary Eric Chan to lead a steering committee for industry reforms, which include new laws criminalizing bid rigging with penalties of up to 10 years' imprisonment and HK$10 million in fines. While China's Hong Kong and Macao Affairs Office praised the response, some victims' families criticized the apology as late and the resignation as insufficient.
