Anthropic CEO Proposes Legal Framework to Pace AI Development

Anthropic CEO Dario Amodei proposed a regulatory framework titled "We Must Pace The Frontier" to manage the development of frontier AI. Amodei argues that the industry must transition from voluntary slowdowns to compulsory legal regulatory regimes to ensure safety while still achieving the technology's potential benefits.

The three-part plan introduces embedded evaluators, which are third-party teams tasked with verifying safety practices. It also calls for democratic coordination to establish common safety standards and progress limits among democratic nations, alongside global coordination to seek compliance from authoritarian governments.

Legal analyst Preston Byrne criticized the proposal, claiming such frameworks would likely evolve into a "censorship apparatus" similar to the UK's Online Safety Act. Byrne argued that imposing limits on software development would violate the First Amendment in the United States and warned that regulatory bodies are often subject to political pressure rather than objective safety standards.
