Virginia and Texas are expanding their cannabis markets through adult-use approvals and limited medical licenses, attracting major industry operators.
Virginia and Texas are establishing themselves as primary growth markets for the cannabis industry by implementing distinct regulatory frameworks. Virginia has approved a regulated retail market, with adult-use sales scheduled to begin July 1, 2027, and a limit of 350 retail dispensaries.
Texas maintains a more restrictive approach through its Compassionate Use Program, which operates as a limited-license medical system. The state recently awarded conditional licenses to Trulieve Cannabis and Green Thumb Industries to expand medical access.
Major operators including Green Thumb Industries, Verano Holdings Corp., and Trulieve Cannabis are leveraging existing cultivation and processing infrastructure to enter these states. Industry analysts indicate that established companies with internal funding and regulatory experience will likely outperform new entrants due to widespread capital constraints across the broader cannabis sector.
