Governor Maura Healey Urges Fast-Tracked Review of RARE Gas Pipeline

Governor Maura Healey requested the Trump administration expedite the federal review of the RARE natural gas pipeline expansion to lower energy costs for Massachusetts residents.

Massachusetts Governor Maura Healey requested that the Trump administration expedite the federal review of the Reliable Affordable Resilient Enhancement (RARE) project. Developed by a unit of Enbridge, the project seeks to expand the Algonquin Gas Transmission pipeline capacity by approximately 75 million cubic feet per day, with a target in-service date of 2028.

Healey stated the expansion would provide gas supply to 600,000 customers and reduce annual gas bills by $40 million. The cost reduction would stem from a decreased reliance on higher-cost imported liquefied natural gas from the Everett LNG terminal operated by Constellation.

The project is currently undergoing environmental review by the Federal Energy Regulatory Commission. The Massachusetts Department of Public Utilities has already approved two 10-year agreements to deliver the new gas supplies to customers. Healey noted that the state requires an "all-of-the-above approach" to energy supply, including solar, wind, storage, nuclear, geothermal, hydro, and gas.
