Justice Department Charges 16 Noncitizens for Illegal Voting

The United States Department of Justice charged 16 lawful permanent residents with illegal voting and fraudulent registration across four states.

The United States Department of Justice announced charges against 16 noncitizens for illegal voting, fraudulent voter registration, and related election crimes. All individuals involved are lawful permanent residents who are ineligible to vote in federal elections. The cases are distributed across four states, with 10 charges in Minnesota, three in Louisiana, two in Florida, and one in Wisconsin.

Fifteen of the defendants are accused of voting in the 2024 presidential election, while one individual is charged with voting in the 2022 midterm elections. Specific charges include voting by an alien, providing false statements on citizenship applications, and making false claims of U.S. citizenship to register.

Among those charged are Andrea Catanese, an Italian national accused of voting illegally in 2024 and lying during the naturalization process, and Terrance Patrick Evans, a Bahamian national charged with voting in the 2024 federal general election. In Louisiana, the department charged Zianya Yllaly Zamorano, Pedro Pablo Ruiz, and Dudley Francisco Zeledon, who are citizens of Mexico, Cuba, and Nicaragua respectively.

The Justice Department has intensified its efforts to expose noncitizen voting, charging new cases at a rate of more than one per day since September.
