Ghana Agencies Launch Roadmap to Ban Foreign Retailers

The Ghana Investment Promotion Authority and Ghana Union of Traders Association established a roadmap to remove unauthorized foreign operators from the informal retail sector.

The Ghana Investment Promotion Authority (GIPA) and the Ghana Union of Traders Association (GUTA) have established a collaborative roadmap to protect the informal retail sector from unauthorized foreign participation. During a meeting convened by the Ministry of Trade, Agribusiness and Industry, officials reaffirmed that trading in open markets, small shops, and kiosks is reserved exclusively for Ghanaian citizens under the GIPA Act, 2026.

Central to the discussions was the issue of fronting, where Ghanaian citizens conceal foreign ownership of businesses to bypass investment laws. To combat these violations, GIPA and GUTA proposed reviving an inter-agency task force and creating a dedicated monitoring and enforcement unit featuring a trader reporting mechanism. The strategy also includes a public education campaign and diplomatic engagement to ensure foreign nationals comply with local laws.

Under the GIPA Act, non-citizens engaging in reserved activities face administrative penalties between GH¢60,000 and GH¢120,000. Additionally, the act classifies the subletting of market stalls to foreigners as a criminal offense.
