India Launches Commercial Semiconductor Production and Sovereign AI Strategy

Union Minister for Electronics and IT Ashwini Vaishnaw announced that India will begin commercial semiconductor production in 2026, with the first plant expected to start operations in late February. During meetings at the World Economic Forum in Davos and a visit to ASML headquarters in the Netherlands, Vaishnaw detailed a roadmap to scale from mature nodes to 7-nanometer capability by 2030 and 3-nanometer nodes by 2032. Key projects include a $2.75 billion Micron facility in Sanand, Gujarat, and a fabrication plant in Dholera using ASML lithography equipment. Total sector investments have reached nearly $90 billion and are projected to hit $150 billion.

Parallelly, India is pursuing "AI sovereignty" to reduce reliance on big-tech resources. The government is developing 10 to 12 sovereign AI models, training 10 million people in AI skills, and providing 38,000 GPUs via a public-private partnership for researchers and startups. This strategy is supported by a $15 billion Google AI hub in Visakhapatnam and an indigenous framework emphasizing inclusivity and population-scale impact, as presented by Ambassador Vinay Mohan Kwatra in Washington.

Global industry leaders have endorsed these ambitions. IBM CEO Arvind Krishna urged the development of specialized models for local datasets, while Qualcomm CEO Cristiano Amon identified India as a critical hub for electronics manufacturing to mitigate political risks. To support these energy-intensive technologies, the government is allowing private sector participation in nuclear power. India will host the AI Impact Summit in New Delhi from February 16–20, 2026, to transition these visions into global collaborative action.
