Governor Kim Reynolds signed legislation on Friday approving an incentives package of nearly $1.5 billion for the Indian-owned Essar Group to construct a $15 billion steel plant in Lee County, Iowa. The deal, the largest taxpayer commitment for a private project in state history, followed an announcement by President Donald Trump. The project involves Mesabi Metallics, a Minnesota-based subsidiary of Essar Group that will provide iron ore for the facility. State officials estimate the plant will create 6,000 temporary construction jobs and 1,750 permanent positions.

Despite the signing, the deal faces scrutiny over its cost and transparency. Senate Ways and Means Committee Chair Mike Dawson argued the proposition does not favor Iowa taxpayers, with some estimates suggesting a cost of approximately $777,000 for every permanent job created. Concerns also persist regarding Lee County's lack of general zoning ordinances and the project's requirements for water and electricity. The memorandum of understanding remains private, and the company has not yet disclosed the source of its $15 billion investment.

The announcement has become a point of political contention one month before midterm elections. Democratic nominee for governor Rob Sand expressed skepticism about the timing of the rollout, while Republican nominee Zach Lahn called the project transformational for rural Iowa, provided incentives are tied to performance. The Iowa Economic Development Authority board must still approve the final agreement, and the company's CEO noted that private financing is still being finalized.
