United States and Philippine forces deployed the NMESIS anti-ship missile system to Batanes province during the annual Balikatan war games. The autonomous, mobile coastal defense system, capable of targeting surface vessels up to 185 kilometers away, was airlifted into Basco via a U.S. C-130 transport aircraft to test operational feasibility in remote locations.

Ferdinand Marcos Jr. and other Philippine officials described the deployment as a rehearsal for territorial defense, noting that the system would be withdrawn after the drills. The maneuvers involved over 17,000 troops and included maritime strike drills in Itbayat. These activities took place near the Luzon Strait and Bashi Channel, approximately 100 miles south of Taiwan, following previous deployments of the Typhon missile system.

The exercises occurred amid heightened tensions as China increased its naval presence around Taiwan and the South China Sea. In response to the volatility, President Marcos Jr. and Defense Secretary Gilberto Teodoro addressed the necessity of contingency plans to evacuate Filipinos from Taiwan should a conflict erupt, with Marcos Jr. warning that such a war could drag the Philippines into the conflict.
