British Banks Pledge Record High-Risk Assets for Cash

British commercial banks are pledging record levels of high-risk assets as collateral to the Bank of England to secure liquidity.

British commercial banks are increasingly using high-risk assets, such as high-interest store cards and vehicle lease loans, as collateral to obtain cash from the Bank of England. A review of filings reveals that banks pledged 1.9 billion pounds in the central bank's highest-risk collateral category during a weekly auction on August 18, marking the highest level since March 2020.

The Bank of England currently holds approximately 17.8 billion pounds in Level C collateral through its Indexed Long-Term Repo facility, more than double the amount held one year ago. This shift follows a 2022 decision by the central bank to reverse quantitative easing, which reduced the overall amount of cash available within the financial system.

The Bank of England maintains that its risk management framework, which utilizes haircuts on riskier assets and higher interest rates, protects the institution. This approach differs from the European Central Bank, which has tightened its collateral criteria to prevent the encouragement of risky lending practices.
