India Reduces Coal Block Operationalisation Timelines to Boost Production

Coal Minister G. Kishan Reddy announced reduced operationalisation timelines for coal blocks and progress on commercial mine auctions to increase private sector participation.

Coal Minister G. Kishan Reddy announced a series of policy reforms aimed at accelerating commercial coal production and increasing private sector participation. During a meeting with the Consultative Committee of Members of Parliament in New Delhi on August 6, Reddy stated that 14 rounds of commercial coal mine auctions have been completed, with a 15th round currently in progress.

Coal Secretary Vikram Dev Dutt reported that the ministry has significantly reduced regulatory gestation periods for coal blocks. Timelines for fully explored blocks dropped from 51 to 40 months, while timelines for partially explored blocks decreased from 66 to 52 months.

These reforms have contributed to India achieving 1 billion tonnes of coal production over the last two financial years. Captive and commercial mines accounted for approximately 20 percent of the country's total production during the last financial year. To further attract private investment, the Ministry of Coal is currently conducting stakeholder consultations and roadshows.
