Civil Rights Groups Sue Over Indiana Prison Conditions

A coalition of civil rights organizations filed a class-action lawsuit alleging inhumane conditions and medical neglect at the Miami Correctional Facility in Indiana.

A coalition of civil rights organizations, including the American Civil Liberties Union, the National Immigrant Justice Center, and the MacArthur Justice Center, filed a class-action lawsuit on October 29, 2026. The suit targets the U.S. Department of Homeland Security, Immigration and Customs Enforcement, and the Indiana Department of Correction over conditions at the Miami Correctional Facility in Bunker Hill, Indiana.

The lawsuit alleges that the maximum-security prison, used to house immigration detainees, maintains inhumane and unconstitutionally punitive conditions. Plaintiffs report severe medical neglect, including the denial of critical HIV and epilepsy medications, as well as physical abuse, sexual assault, and the use of solitary confinement for civil detainees. The filing describes cells flooded with sewage and notes that at least two immigrants have died in custody since 2025.

Plaintiffs seek a court declaration that these conditions violate the Fifth and Fourteenth Amendment due process clauses. The legal challenge follows the Trump administration's deportation policies, which expanded the use of state prison space for federal immigration detention.
