Romania Records Largest EU Budget Deficit at 9.2%
Romania reported the European Union's largest budget deficit for the second quarter of 2026, reaching 9.2% of GDP amid ongoing economic stagnation.
Romania recorded the largest budget deficit in the European Union for the second quarter of 2026, reaching 9.2% of GDP. According to Eurostat, this figure represents a 3.7 percentage point increase from the first quarter of 2026 and exceeds the 7.7% deficit recorded during the same period in 2025.
A discrepancy exists between these figures and data from the Romanian Ministry of Finance, which reported a lower cash deficit of 3.82% of GDP for the first nine months of 2026, down from 5.35% in 2025. Officials attribute this difference to varying accounting methodologies. Prime Minister Luca Niculescu has reassured European partners that the country will maintain its pledged deficit targets.
The fiscal challenges coincide with economic stagnation, as GDP contracted by 0.6% in the first semester of 2026 and real wages declined for 14 consecutive months. While the European Commission forecasts the annual deficit could fall to approximately 6.2% of GDP, credit rating agencies Fitch, Moody's, and Standard & Poor's have only maintained investment-grade ratings based on the hope for future stability. Moody's specifically noted that political stability and the timely adoption of the 2027 budget are critical for fiscal consolidation.
