Thailand Launches Competitive Approval Process for Data Centers
Thailand is implementing a competitive proposal system for large-scale data center projects to maximize national economic returns and optimize utility distribution.
The government of Thailand is shifting to a competitive approval process for large-scale data center projects to ensure maximum benefits for the national economy. Danucha Pichayanan, Secretary-General of the National Economic and Social Development Council, announced on October 27, 2026, that new applicants must now submit competing proposals for assessment by a dedicated committee.
This framework replaces a previous system where operators applied directly for utilities or Board of Investment incentives. According to Pichayanan, the change ensures projects are selected based on their proposals and the returns they deliver to the national economy, representing an overhaul of the incentive system.
To maintain investment stability, the government will not apply these conditions retrospectively to projects already under construction or awaiting opening. However, these existing facilities may be required to upgrade noise and temperature controls within one year. Additionally, authorities are collaborating with the private sector to manage fuel storage constraints, keeping on-site reserves below 180,000 liters to avoid strict distance requirements from hospitals and other premises.
