Charlotte City Council Seeks New E-Bike Safety Regulations

The Charlotte City Council is moving to regulate electric bikes and similar motorized vehicles to address safety concerns and classification confusion. During a committee meeting on August 4, 2026, Councilman Dante Anderson requested that the Charlotte-Mecklenburg Police Department develop a proposal to modify city laws to establish clear definitions for different vehicle types.

Police officials expressed concern over high-speed models that lack pedals and function more like motorcycles. Captain Jeremiah Blow noted that these vehicles are often referred to as e-bikes despite their motorcycle-like capabilities, citing an incident involving a 12-year-old operating such a vehicle at 1 a.m. Council members highlighted the difficulty police face in enforcing current rules against riders.

The council is considering restrictions on where these vehicles can operate and is exploring a partnership with Mecklenburg County to ensure consistent rules on greenways. The goal of the proposed modifications is to determine how each vehicle class is enforced to prevent injuries to riders lacking protective gear.
