Syria Returns 60,000 Displaced People Under No Camps Vision

The Government of Syria is executing a large-scale initiative to eliminate internal displacement camps through its No Camps Vision and Presidential Decree No. 59. Since January, more than 60,000 internally displaced people have received support to return to their home provinces, with a significant acceleration in July and August that saw 38,836 people leave displacement sites and 130 sites close. On September 28, a specific convoy of 308 families departed northern Syria for provinces including Idlib, Hama, Homs, Aleppo, and the Damascus Countryside.

Since the overthrow of Bashar Assad in December 2024, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reports that between 1.38 million and 1.87 million Syrians have returned home. While the rehabilitation of schools and hospitals has facilitated these movements, OCHA warns that the shift is transferring humanitarian needs from organized camps to receiving communities.

UN officials and humanitarian partners note that inadequate housing, damaged infrastructure, and limited job opportunities in these communities threaten sustainable reintegration. These deficits increase the risk of renewed displacement despite the government's push for voluntary and sustainable returns.
