US Local Governments Implement Data Center Moratoriums Over AI Concerns

Local governments across the United States are increasingly restricting the development of large data centers to mitigate the environmental and infrastructural pressures of artificial intelligence expansion. On August 17, 2026, the Renton City Council unanimously approved a one-year moratorium on the filing and approval of applications for new or expanded data centers, citing concerns over noise, air quality, and the capacity of water and electrical utilities. This move follows similar bans in Seattle, Spokane, and Snohomish County.

In Iowa, Brad Cavanagh, the Mayor of Dubuque, recently voiced opposition to rushing data center construction during a city work session. His stance aligns with a survey of 3,800 residents, 76% of whom oppose such facilities due to electricity costs and water consumption. The Dubuque City Council is currently weighing a ban or ordinance, following a May decision by the Dubuque County Board of Supervisors to approve a one-year moratorium in a 2-1 vote.

Similar tensions have emerged in Saint Joseph County, Indiana, where Republican council members proposed a two-year moratorium. While proponents argue the community has reached its capacity for these facilities, the proposal currently lacks support from the council's Democratic majority. Republicans indicated they will push for the measure again following the November elections.
