Andy Harris Wins Re-election in Maryland's 1st District
Republican Andy Harris won a ninth term in Maryland's 1st Congressional District, while Democrat Josh Hastings flipped a state House seat in Wicomico County.
Republican incumbent Andy Harris won re-election to Maryland's 1st Congressional District on November 4, 2026, defeating Democratic challenger Dan Schwartz. The victory secures Harris's ninth term representing the Eastern Shore and ensures the district remains the only Republican-held congressional seat in Maryland.
During the campaign, Harris focused heavily on opposing Question 3, a proposed constitutional amendment to alter congressional redistricting rules. He characterized the measure as an attempt at gerrymandering that would weaken rural representation and accused Governor Wes Moore of pursuing the change for political ambition. Harris also faced scrutiny for a confrontation in Cambridge, where he threatened to report student journalist Cat Murphy to prosecutors for recording him without permission.
In a separate contest, Democrat Josh Hastings won the election for Maryland House of Delegates District 38B, defeating incumbent Republican Barry Beauchamp. Hastings, a Wicomico County Councilman, secured more than 57 percent of the vote. The Maryland Democratic Party had previously identified the district as a potential flip opportunity, and Hastings campaigned on platforms of affordable housing, school safety, and job creation.
