Delegations Walk Out of CICA Summit During Herzog Speech

Delegations from more than 10 countries walked out of the Conference on Interaction and Confidence Building Measures in Asia (CICA) summit in Baku, Azerbaijan, on October 15, 2026. The diplomatic protest occurred during the afternoon session as Isaac Herzog, the President of Israel, began delivering his speech.
The walkout, which included the delegation from Türkiye, follows international condemnation of Israeli military operations in the Gaza Strip since October 2023. These actions have resulted in tens of thousands of Palestinian deaths and the widespread destruction of civilian infrastructure.
CICA serves as a dialogue platform for 28 member states, representing approximately 90% of Asia's land area. The mass departure of multiple delegations during the Israeli president's address highlights the ongoing diplomatic tensions surrounding the conflict in Gaza.
