European Commission Releases €2.9 Billion and Fast-Tracks 2027 Loans

The European Commission released €2.9 billion to Ukraine and agreed to accelerate €45 billion in 2027 loans to address critical defense funding gaps.

The European Commission released €2.9 billion to Ukraine on October 2, 2026, to maintain financial stability and public administration. This eighth disbursement under the Ukraine Facility includes €800 million from the 2026 Ukraine Support Loan and follows the successful implementation of reforms in the energy, financial, and judiciary sectors. Total EU support under the Ukraine Plan has now exceeded €32 billion, contributing to a broader total of €227.4 billion provided by the EU and its member states since 2022.

One day earlier, the Commission and the Ukrainian government agreed to accelerate the allocation of €45 billion for 2027 under the Ukraine Support Loan. This fast-tracking comes as Russia escalates missile and drone attacks and Ukraine faces severe budgetary shortfalls. Prime Minister Serhii Koretskyi reported a $27 billion defense funding gap for the current year.

President Volodymyr Zelenskyy warned that failure to address these funding gaps within two months could hinder the country's ability to purchase weapons early next year. To manage these needs, both parties committed to monthly coordination meetings to identify additional defense and budgetary requirements. For the remainder of 2026, Ukraine has €33.7 billion in available support, including €16.6 billion for defense industrial capacity, contingent upon further reform milestones.
