San Diego and El Segundo Pause Data Center Growth

San Diego and El Segundo city councils implemented temporary moratoriums on data center development to evaluate environmental impacts and update outdated zoning laws.

The city councils of San Diego and El Segundo have both implemented temporary moratoriums on data center development to assess the environmental and infrastructural impacts of the technology. In San Diego, the council unanimously ratified a pause initiated by Mayor Todd Gloria to evaluate demands on water, electricity, and land. The city is establishing a Data Center Stakeholder Working Group to recommend comprehensive regulations within 180 days.

In El Segundo, the city council voted 4-1 to extend an existing ban until September 2027. Officials cited resident concerns over noise and pollution, as well as zoning codes from the 1990s that no longer reflect current technology. Councilmember Drew Boyles voted against the extension, arguing that the move infringes on property rights.

These local restrictions coincide with new California state laws approved by Governor Gavin Newsom. Starting in January, these laws will require data centers to report resource usage and comply with specific energy procurement requirements.
