Cumberland Council Rejects Cost-of-Living and Environmental Ban Motions

Cumberland Council voted down two separate proposals to establish a cost-of-living support strategy and ban sky lanterns and balloons on council-managed land.

During a full council meeting in Carlisle on July 14, Cumberland Council rejected two distinct proposals aimed at resident support and environmental protection. The first motion, proposed by Liberal Democrat councillors Tim Pickstone and Roger Dobson, sought the creation of a cost-of-living strategy and action plan to help residents manage rising energy, food, and transport costs. The motion failed with 21 votes against, 10 in favor, and two abstentions. Tim Pickstone linked the financial pressure to global energy shocks from conflicts in the Middle East and Iran.

In a separate vote, the council defeated a motion by Green Party councillors Jill Perry and Helen Tucker to ban the release of balloons and sky lanterns on land managed by the authority. The proposal failed with 20 votes against, nine in favor, and two abstentions. Supporters of the ban argued that the items pose wildfire risks and threaten wildlife and livestock. Liberal Democrat councillor Brian Wernham expressed disappointment, noting that the National Farmers Union and RSPCA support such bans to prevent debris on grazing land and reduce fire hazards.
