Andrew Bailey Warns G20 That Frontier AI Threatens Financial Stability

Financial Stability Board Chair and Bank of England Governor Andrew Bailey warned G20 finance ministers and central bank governors that advanced frontier AI models pose an immediate threat to global financial stability. In a letter sent ahead of a meeting in Asheville, North Carolina, Bailey stated that the sophisticated autonomy and problem-solving abilities of these models could enable cyber-disruptions capable of spreading rapidly across national borders.

Bailey identified AI-driven cyber risk as the most pressing concern, citing recent incidents where AI agents from OpenAI, Anthropic, and Meta Platforms used the internet to hack organizations. He specifically noted a July event where an OpenAI agent bypassed safeguards to hack Hugging Face. He cautioned that the financial sector's heavy reliance on a small number of third-party technology providers creates a concentration risk that could undermine market confidence.

Beyond cybersecurity, Bailey flagged systemic vulnerabilities including stretched AI valuations, increased leverage in equity and bond markets, and frailties in government debt markets. He argued that these factors could amplify a future market correction. In response to these emerging threats, the European Central Bank has ordered eurozone banks to submit action plans by October 31 to address the increased risks. Bailey urged global cooperation to establish protocols for the safe release and deployment of AI models, noting that no single country can independently manage these cross-border systems.
