The Government of Beijing implemented sweeping security regulations on May 1, 2026, effectively banning the purchase, rental, and unauthorized flight of drones within the city's jurisdiction. The rules prohibit transporting drones or their key components into the city without permission, forbid storing devices at urban core sites, and ban the hacking of drone systems.

Under the new mandate, drone owners must register their devices with local police and obtain prior approval for all outdoor flights. To fly legally, users are required to complete an online training session and pass a test on drone regulations. Those sending drones outside the city for repair must retrieve the equipment in person.

Authorities stated these measures aim to prevent spying and mitigate the lethal potential of retrofitted recreational drones, citing precedents from the Russia-Ukraine war. These restrictions impact DJI, the world's largest drone maker, which saw products removed from shelves in Beijing. The move coincides with a broader national shift, as the Civil Aviation Administration of China prepares to implement airworthiness certifications for the entire industry in July.

These regulations create a tension between security needs and China's strategic priority to grow its low-altitude economy, a sector projected to generate over two trillion yuan by 2035 through urban maintenance, agriculture, and delivery services. While some residents support the safety measures, others report increasing difficulty in obtaining flight permissions in Beijing and neighboring Hebei province.
