Chancellor of the Exchequer John Healey has invited HM Treasury staff across all grades, including IT workers and apprentices, to submit proposals for the upcoming October budget. This initiative seeks to bypass traditional Whitehall hierarchies to gather diverse perspectives on reducing costs for businesses and families while boosting local industries to spread economic growth across the country. Healey plans to invite staff with the most compelling suggestions to pitch their ideas to him in person.

The call for ideas occurs as Healey manages sluggish economic growth and anticipated inflation increases. He is currently tasked with addressing a £5 billion gap in defense investment, which may require annual departmental cuts of £1.2 billion.

Healey has maintained a strict stance on spending, asserting that the government cannot solve national problems by "maxing out the country's credit card." He noted that fiscal discipline has been the bedrock of the Labour government since July 2024.
