Indonesia, Türkiye, Qatar, and Pakistan Sign Badr Defense Pact

Indonesia, Türkiye, Qatar, and Pakistan signed the Badr Memorandum of Understanding in Doha to collaboratively develop and produce military equipment and defense systems.

Defense ministers from Indonesia, Türkiye, Qatar, and Pakistan signed the Badr Memorandum of Understanding in Doha on October 21, 2026. The agreement establishes a framework for joint research and development, technology transfer, industrial manufacturing, and technical training to enhance the domestic defense capacities of the four nations.

Türkiye and its partners intend to move beyond off-the-shelf procurement toward industrial and technological integration. The pact builds on existing collaborations, including the KAPLAN MT tank project between Türkiye and Indonesia and the Babur-class corvette program between Türkiye and Pakistan. Turkish officials noted the agreement's economic importance and its role in improving supply chain connectivity.

Indonesia's Foreign Ministry stated the pact aligns with a strategy to diversify international partnerships and strengthen its position in global supply chains. The initiative comes amid heightened regional security concerns in the Middle East, specifically regarding drone and missile threats linked to conflicts involving Iran, Israel, and the United States, as well as tensions between Saudi Arabia and Houthi rebels.
