Green Bay Appoints Stacy Menke as Full-Time City Clerk
The Green Bay Common Council unanimously appointed Stacy Menke as city clerk following a state investigation into previous absentee ballot errors.
The Green Bay Common Council unanimously appointed Stacy Menke as the city's full-time city clerk on Tuesday evening. Menke had served as the interim clerk since August, a period during which she managed the administration of the August primary election.
Menke succeeds Celestine Jeffreys, who resigned on August 7. Jeffreys' departure followed an investigation by the Wisconsin Elections Commission, which found probable cause that she violated state law and abused her discretion. The commission determined that record-keeping failures led to the distribution of duplicate absentee ballots to voters during the April and August elections.
To prevent similar errors, Green Bay has introduced new procedures requiring a second staff member to confirm the necessity of reprinting absentee ballot labels. The Wisconsin Elections Commission also mandated that the city notify the state whenever labels are reprinted, a requirement that remains in effect until December 31, 2027.
