Dublin Prepares for Largest Security Operation in Irish History

An Garda Síochána is implementing unprecedented security measures and road closures in Dublin for two EU summits from November 10 to 13.

Dublin will face extensive traffic and transport disruptions from November 10 to 13, 2026, as the city hosts the European Political Community Summit on November 12 and a second summit of EU leaders on November 13. Approximately 50 heads of state and international organization leaders are expected to attend, marking the largest diplomatic event in Irish history.

An Garda Síochána is executing the largest policing and security operation in the state's history. Security cordons will be established around the Convention Centre starting Tuesday at 7 a.m. and continuing through Friday evening, specifically impacting the North Wall Quay area. An additional security zone will be implemented around the National Gallery starting Wednesday for a dinner hosted by Taoiseach Micheál Martin.

The National Transport Authority warned that every bus route in the city will face knock-on delays, with several central routes and Luas Red Line services specifically affected. While Dublin Airport will maintain normal operations, authorities have restricted access to aircraft viewing stands on the R108 and Naul Road.

These disruptions coincide with a planned 24-hour civil servant strike on November 12 and a work-to-rule arrangement by rank-and-file gardaí from November 10 to 14. Officials have advised the public to avoid unnecessary travel and allow extra time for journeys across the city centre.
