IOM Warns of Mass Ukrainian Displacement This Winter
The International Organization for Migration warns that Russian infrastructure attacks could displace millions of Ukrainians as winter approaches amid a critical funding shortage.
The International Organization for Migration warned Friday that millions of Ukrainians risk new displacement this winter following repeated Russian attacks on civilian energy, heating, and water infrastructure. The agency reports that 3.6 million people remain internally displaced, while 3.8 million returnees—including 1.45 million in frontline districts—face deteriorating living conditions in damaged homes.
Officials highlighted a looming humanitarian emergency, particularly for 2.1 million elderly people living alone who may lose access to electricity and heat. To combat water system failures, the organization has installed 31 solar power stations. However, the agency reports that less than 7% of its 2026 Ukraine crisis response plan has been funded.
Regional Director Arthur Erken and Deputy Chief of Mission Dejan Keserovic warned that the coming months could be the most difficult since the full-scale war began. Host countries, including Poland, Germany, and the Czech Republic, are now expected to prepare for a potential new influx of refugees.
