UN Commission Accuses Russia of War Crimes in Ukraine
The UN Independent International Commission of Inquiry on Ukraine reported that Russia committed war crimes by targeting civilian energy infrastructure and trafficking foreign recruits.
The United Nations Independent International Commission of Inquiry on Ukraine reported to the UN General Assembly that Russian authorities committed war crimes and crimes against humanity. The Commission concluded that Russia pursued a state policy to intentionally target civilian energy infrastructure, specifically during the winter of 2025-2026, to deprive millions of people of heating, electricity, water, and gas during temperatures as low as minus 21°C.
Beyond infrastructure attacks, the investigation found that Russian authorities trafficked men from 29 different countries into the Russian armed forces. These individuals were brought in through coercion and deception, often forced to sign contracts in Russian before being deployed to dangerous frontlines.
While the Commission also examined Ukrainian attacks on energy infrastructure within Russia and occupied territories, it noted that the Russian Federation denied access and failed to respond to requests for information. Erik Møse, chair of the Commission, warned that attacks have intensified as the cold season approaches, raising serious concerns for civilian lives and health.
