Senate Agriculture Committee Passes Farm Bill 2.0 Markup
The Senate Agriculture Committee passed the Farm Bill 2.0 markup along party lines, excluding a controversial provision that would have blocked state livestock standards.
The United States Senate Committee on Agriculture, Nutrition, and Forestry passed the markup for Farm Bill 2.0 on Wednesday in a 12-11 party-line vote. The legislation codifies the Office of Seafood within the U.S. Department of Agriculture, expands commercial fishing credit, and modernizes farm loan programs. It also incorporates the Working Families Tax Cuts signed by President Donald Trump in July 2025.
A primary point of contention was the exclusion of a resolution for California's Proposition 12, a livestock confinement rule. This decision diverges from the House of Representatives' version, the Farm, Food, and National Security Act of 2026, which includes the Save Our Bacon Act to block state and local governments from imposing production standards on livestock raised outside their borders.
Industry and advocacy groups reacted sharply to the Senate's decision. The National Pork Producers Council had pushed for a federal solution to stop Proposition 12, while the Humane World Action Fund praised the committee for omitting the Save Our Bacon Act. The two differing versions of the bill will now move to a conference committee for reconciliation.
