Azerbaijan Tax Revenues Reach 13.6 Billion Manat in 2026

Azerbaijan's State Tax Service collected 13.6 billion manat in tax revenues through September 2026, exceeding forecasts and showing strong growth in non-oil sectors.

The State Tax Service of Azerbaijan collected 13.6 billion manat ($8 billion) in tax revenues from January through September 2026, exceeding the initial forecast by 913.4 million manat ($537.3 million). This total represents a 9.4% increase compared to the same period in 2025.

The non-oil and gas sector served as a primary growth engine, contributing 10.3 billion manat ($6 billion). This sector surpassed its forecast by 292.6 million manat ($172.1 million) and grew 12.6% year-over-year. Other revenue streams included 5.06 billion manat from mandatory state social insurance, 758.8 million manat from health insurance, and 179.9 million manat from unemployment insurance.

Looking toward future fiscal targets, the Ministry of Finance projects that revenues through the State Tax Service will reach 18.4 billion manat ($10.8 billion) in 2027. If achieved, these collections would account for 47% of total state budget revenues, with the non-oil and gas sector expected to provide 80.6% of that amount.
