USDA Launches $180 Million Seed Sovereignty Initiative

Secretary of Agriculture Brooke L. Rollins announced the launch of the Seed Sovereignty Initiative on October 6, 2026, in Prairie City, Iowa. The $180 million program aims to strengthen U.S. agricultural security by sequencing genetic information from the National Plant Germplasm System, which contains over 600,000 accessions of more than 16,000 species. Using artificial intelligence, including the U.S. Department of Energy's Genesis AI initiative, the USDA will identify traits for drought and pest resistance to reduce reliance on foreign adversaries for critical agricultural resources.

The USDA will treat this genomic information as U.S. intellectual property, offering it to farmers via non-exclusive licensing. As part of the broader effort, the agency announced a $6 million grant to Iowa State University to expand its Energy Agriculture Innovation Lab under the One Big Beautiful Bill Act, and $12 million in funding for the National Plant Germplasm System Centralized Distribution Center in Ames.

Simultaneously, the USDA expanded a memorandum of understanding with the U.S. Department of Justice to investigate competition and pricing practices within the seed industry. This partnership addresses market consolidation by global corporations and follows data showing crop seed prices rose over 270% between 1990 and 2020. The joint effort will focus on seed licensing, relabeling, and barriers facing independent seed companies.
