Steve Reed Announces Local Government Overhaul in Suffolk and Hampshire

Secretary of State for Housing, Communities and Local Government Steve Reed announced a sweeping reorganization of local government in Suffolk and Hampshire to eliminate two-tier systems and establish new unitary authorities by 2028. In Suffolk, the government will replace six existing councils with three: Western Suffolk, Central and Eastern Suffolk, and Ipswich and South Suffolk. This model, which includes £2.7 million in transition funding and 2027 shadow elections, is expected to save £34 million annually.

In Hampshire, the reorganization creates four new unitary authorities on the mainland—North, Mid, South East, and South West Hampshire—while the Isle of Wight remains a standalone authority. The plan specifically expands the local authorities of Southampton and Portsmouth to drive regional economic growth. The government has allocated £3.6 million for this transition, with each new council receiving at least £900,000.

Both plans face significant local opposition. Suffolk County Council leaders, including Matthew Hicks, condemned the three-council model as "ludicrous," arguing that a single unitary authority would have been more financially stable. Similarly, Hampshire County Council leader Nick Adams-King called the mainland mergers "deeply flawed," claiming they ignore community ties. Additionally, Liberal Democrat MPs in Hampshire warned that while the new structure may improve service delivery, it will not resolve the Hampshire County Council's budget shortfall and risk of bankruptcy without a sustainable new funding model for adult social care and SEND provision.
