The Federal Government of Russia has intensified efforts to steal Western defense secrets and advanced technology to sustain a wartime economy strained by international sanctions and the conflict in Ukraine. European intelligence officials report that Moscow is utilizing shell companies, middlemen, and cyber spies to acquire advanced machine tools, software, and research on weaponry, including Sweden's Gripen fighter jet. Other primary targets include space, quantum, and marine technologies.
Intelligence agencies note a tactical shift toward higher risk-taking and a decreased concern for attribution. This aggression was exemplified by a failed attempt to destroy a Swedish power plant last year. The United Kingdom has also been relentlessly targeted by Russian technology theft and sabotage plots.
Russia's economic stability is deteriorating, with nearly one-third of its GDP funding the war and a budget deficit reaching 3.4 trillion rubles by February 2026. While a surge in oil prices following the start of the Iran war on February 28 provided a temporary budgetary boost, officials warn of a potential financial crisis by the end of 2026. Internal morale among Russian leadership is reportedly gloomy, compounded by British intelligence estimates that nearly 500,000 Russian soldiers have been killed in Ukraine since 2022.
